That's pretty much the same issue I had, somewhere within A9 (I assume they're a carrier/upstream provider) I had a bad hop. I only seemed to spike from 7-8pm in the evenings.
Unfortunately there's very little you can do.
If you compare my routing to yours it's very similar but for some reason your traffic is routed out to Germany before being peered into France, whilst goes direct from the UK to France.
Tracing route to 87.98.254.85 over a maximum of 30 hops
1 3 ms 4 ms 6 ms bthub.home [192.168.1.254]
2 * * * Request timed out.
3 * * 10 ms 31.55.187.177
4 11 ms 11 ms 10 ms 31.55.187.176
5 11 ms 11 ms 11 ms core1-hu0-7-0-1.southbank.ukcore.bt.net [195.99.127.180]
6 57 ms 52 ms 56 ms peer1-et-10-1-0.telehouse.ukcore.bt.net [195.99.127.3]
7 11 ms 11 ms 12 ms be100-104.ldn-1-a9.uk.eu [178.33.103.232]
8 15 ms 16 ms 15 ms be11-1187.rbx-g1-a9.fr.eu [91.121.128.86]
9 149 ms 24 ms 18 ms po5.vss-1b-6k.routers.ovh.net [91.121.131.82]
10 16 ms 15 ms 15 ms 87.98.254.85
You could try rebooting your route/modem at home, you may be assigned a new IP which could be routed differently, other than that it will go away by itself... eventually.
Same for me too, only at 8-9 do I get these bad hops all other times are fine.
I tried restarting my router quite a few times and it seems to make no change so I guess I'll just have to wait it out.
Still thanks for the help.

My ISP is BT (who have no idea what i'm talking about when I call them.) Not sure what you mean by product, do you mean my router?
I'll keep a eye on this and give a update in a few days.
Don't worry about BT and the product (Product is what Bt sells you, eg fibre or non fibre data service and landline voice service)
I was hoping you would say something other than BT otherwise its certainly not an ISP issue.
With regards to them not knowing what you are saying, they just deal with phone line issues based on a script that they have to follow, this is not part of their script
Your best bet is probably to wait it as its either a server issue on their end or a pathing issue.
If you want to eliminate the pathing issue, get everyone on your street to connect to thg, its extreme but it would force ISP Data Centres to route an efficent path to THG since it would become a common request
I was going to post a reason why but its long and I lost connection twice...sorry

Sadly I'm the only person on my street to have internet so forcing that isn't a option, but don't worry about the long reason as I probably wouldn't understand it
And my product is "BT Infinity 2 Fibre Optic" which I was told is the fastest they can do so i'm certain that can't be affecting this routing issue.
