Yes, this is true. Valve also had problems getting Micro$oft to allow TF2 to have more than a certain number of achievements.
I've been looking on the Steam forums, and somebody emailed Gabe Newell if the DLC will be free. Turns out it will be.

They are a fool to not make it a popular PC-game too after releasing it on the X-Box. Also there were a fool to not release it on windows XP.
I would have bought it but I had to download a version that ran on XP instead. Such a waste of money and costumers imo.

I didn't believe that e-mail was real for a second! I imagine the update will be free though, I think Valve realises how continual updates really lengthen the popularity and sales of a product.

I guess it will be free for PC users, Valve already mentioned something of the sort on announcing the update itself.
